Dear Ms. Curran,
This in reference to the petition you submitted on behalf of the Southern Alliance for Clean Energy (SACE) on March 10, 2014, regarding St. Lucie plant, Unit 2 steam generators replacement. You initially filed the petition as a request for a hearing. However, the Commission, by a Memorandum and Order (CLI-14-11) dated December 19, 2014, referred your request to the Executive Director for Operations for disposition under Title 10 of the Code of Federal Regulations (10 CFR) Section 2.206. On September 28, 2015, the NRC staff issued an acknowledgment letter to you partially accepting the petition for review under 10 CFR 2.206. The portion of the 2.206 petition the staff accepted involved the licensees 50.59 evaluation of the steam generator replacements with respect to a change in a methodology as described in the Updated Final Safety Evaluation Report.
On October 5, 2015, I sent you a copy of September 28, 2015 acknowledgment letter. On December 7, 2015, February 3, 2016, and April 14, 2016, I sent you 60 day updates on the NRC staff review of the accepted portion of the petition. On February 18, 2016, I informed you of the availability of a St. Lucie Plant - NRC Integrated Inspection Report that addressed issues related to the 2.206 petition.
This email is to inform you that on May 24, 2016, the staff issued a letter to you that contains the proposed directors decision related to the petition. The letter became publicly available on June 1, 2016 in ADAMS at Accession No. ML16055A311. The letter requests that you provide comments to me, the NRCs petition manager for this 10 CFR 2.206 petition, on any part of the decision that you believe is in error, or any issues in the petition that, in your opinion, have not been addressed. The NRC staff is making a similar request of the licensee. The NRC staff will then review any comments provided by you and the licensee and consider them in the final version of the directors decision, with no further opportunity to comment. The letter requests that you provide your comments within 15 days of the date of the letter.
