Thank you for your letter dated March 24, 2006, in response to our February 13, 2006, letterand integrated inspection report. In your letter you contested one Green noncited violation

concerning implementation of Technical Specification (TS) 3.4.1.A, Condition A, requiredAction A.1. The NRC inspection report concluded that a Green noncited violation of TSAction 3.4.1.A.1 occurred when River Bend Station failed to restore compliance with LimitingCondition for Operation (LCO) 3.4.1 or shut down one reactor recirculation loop within 2 hoursof determining the reactor recirculation loop flow mismatch was greater than 5 percent at powerwith greater than 70 percent rated core flow. Entergy's position is that River Bend Stationcomplied with the requirements of TS 3.4.1; therefore, a violation did not occur.
