Duke Energy Carolinas, LLC Oconee Nuclear Site, Units 1, 2, and 3 Docket Numbers 50-269, 50-270, and 50-287 Proposed License Amendment Request for the Reactor Vessel Internals Inspection Plan License Amendment Request Number 2010-06 -Supplement 1 On November 8, 2010, Duke Energy Carolinas, LLC (Duke Energy) submitted License Amendment Request (LAR) 2010-06, to amend Renewed Facility Operating Licenses DPR-38, DPR-47, and DPR-55 for Oconee Nuclear Station (ONS), Units 1, 2, and 3. In that submittal, Duke Energy requested that the Nuclear Regulatory Commission (NRC)review and approve a Reactor Vessel (RV) Internals inspection plan based on "Materials Reliability Program: Pressurized Water Reactor Internals Inspection and Evaluation Guidelines (MRP-227-Rev.0)" published by the Electric Power Research Institute (EPRI).Following the LAR submittal, the NRC issued "NRC Regulatory Issue Summary (RIS)2011-07 License Renewal Submittal Information for Pressurized Water Reactor Internals Aging Management" dated July 21, 2011, to provide guidance to the utilities pending the issuance of MRP-227-A.
Duke Energy Carolinas, LLC Oconee Nuclear Site, Units 1, 2, and 3 Docket Numbers 50-269, 50-270, and 50-287 Proposed License Amendment Request for the Reactor Vessel Internals Inspection Plan License Amendment Request Number 2010 Supplement 1 On November 8, 2010, Duke Energy Carolinas, LLC (Duke Energy) submitted License Amendment Request (LAR) 2010-06, to amend Renewed Facility Operating Licenses DPR-38, DPR-47, and DPR-55 for Oconee Nuclear Station (ONS), Units 1, 2, and 3. Oconee was classified as a Category "A" plant due to the previous submittal of an AMP/inspection plan based on MRP-227, Revision 0. Rather than withdrawing and resubmitting the ONS LAR, it was determined that Duke Energy would supplement the LAR no later than October 1, 2012. This is documented in a September 1, 2011, confirmation letter to the NRC: Revision 1 of the NRC Safety Evaluation Report (SER) on MRP-227, Rev. 0 was issued on December 16, 2011, and MRP-227-A containing the SER was made available to the Industry in early 2012.The revised inspection plan is contained in an attachment to this letter and supersedes in its entirety, the previous inspection plan submitted as Attachment 1 in the original LAR. Duke Energy requests approval of the supplemented LAR by January 28, 2013.Following LAR approval, both the ONS RV Internals inspection plan and the ONS UFSAR will be updated accordingly.
Following the LAR submittal, the NRC issued "NRC Regulatory Issue Summary (RIS) 2011-07 License Renewal Submittal Information for Pressurized Water Reactor Internals Aging Management" dated July 21, 2011, to provide guidance to the utilities pending the issuance of MRP-227-A. Oconee was classified as a Category "A" plant due to the previous submittal of an AMP/inspection plan based on MRP-227, Revision 0. This is documented in a September 1, 2011, confirmation letter to the NRC: Revision 1 of the NRC Safety Evaluation Report (SER) on MRP-227, Rev. 0 was issued on December 16, 2011, and MRP-227-A containing the SER was made available to the Industry in early 2012.
In addition, the two (2) regulatory commitments contained in Attachment 2 of the original LAR have been replaced by four (4)commitments that provide the NRC with a schedule for submittal of Applicant/Licensee Action Items 2, 4, 6 and 7 from Revision 1 of the SER (for MRP-227, Revision 0).Inquiries on this proposed amendment request should be directed to Stephen C.Newman, Oconee Regulatory Compliance Group Senior Engineer, at (864) 873-4388.A 0C)I www. duke-energy, corn U.S. Nuclear Regulatory Commission June 28, 2012 Page 2 I declare under penalty of perjury that the foregoing is true and correct. Subject:

Duke Energy Carolinas, LLC Oconee Nuclear Site, Units 1, 2, and 3 Docket Numbers 50-269, 50-270, and 50-287 Proposed License Amendment Request for the Reactor Vessel Internals Inspection Plan License Amendment Request Number 2010 Supplement 1 On November 8, 2010, Duke Energy Carolinas, LLC (Duke Energy) submitted License Amendment Request (LAR) 2010-06, to amend Renewed Facility Operating Licenses DPR-38, DPR-47, and DPR-55 for Oconee Nuclear Station (ONS), Units 1, 2, and 3. In that submittal, Duke Energy requested that the Nuclear Regulatory Commission (NRC) review and approve a Reactor Vessel (RV) Internals inspection plan based on "Materials Reliability Program: Pressurized Water Reactor Internals Inspection and Evaluation Guidelines (MRP-227-Rev.0)" published by the Electric Power Research Institute (EPRI).

0 was issued on December 16, 2011, and MRP-227-A containing the SER was made available to the Industry in early 2012.

The revised inspection plan is contained in an attachment to this letter and supersedes in its entirety, the previous inspection plan submitted as Attachment 1 in the original LAR. Duke Energy requests approval of the supplemented LAR by January 28, 2013.

Following LAR approval, both the ONS RV Internals inspection plan and the ONS UFSAR will be updated accordingly. In addition, the two (2) regulatory commitments contained in Attachment 2 of the original LAR have been replaced by four (4) commitments that provide the NRC with a schedule for submittal of Applicant/Licensee Action Items 2, 4, 6 and 7 from Revision 1 of the SER (for MRP-227, Revision 0).

Inquiries on this proposed amendment request should be directed to Stephen C.
