The potential for waterhammer, two-phase flow and thermally induced overpressurization associated with the post accident operation of the Containment Fan Coil Units (CFCU) was previously identified by PSE&G as applicable to the Salem Units. This information and relevant corrective actions were identified in Licensee Event Report (LER) 272/96-020, dated September 18, 1996 (LR-N96286). |
| As noted in this LER, waterhammer and two phase flow are of concern to CFCU operation during the beginning of some accidents prior to the automatic isolation of non-essential service water loads. Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 ASSURANCE OF EQUIPMENT OPERABILITY AND CONTAINMENT NRC GENERIC LETTER 96-06, 30 DAY RESPONSE SALEM GENERATING STATION UNITS 1 AND 2 DOCKET NOS. 50-272 AND 50-311 Gentlemen; Public Service Electric and Gas (PSE&G) has evaluated the information requested in the referenced Generic Letter. The potential for waterhammer, two-phase flow and thermally induced overpressurization associated with the post accident operation of the Containment Fan Coil Units (CFCU) was previously identified by PSE&G as applicable to the Salem Units. This information and relevant corrective actions were identified in Licensee Event Report (LER) 272/96-020, dated September 18, 1996 (LR-N96286).
As noted in this LER, waterhammer and two phase flow are of concern to CFCU operation during the beginning of some accidents prior to the automatic isolation of non-essential service water loads. These conditions have been addressed through reanalysis of the affected accidents and submittal of License Change Request 96-13, dated October 25, 1996 (LR-N96287). As committed in LER 272/96-020, PSE&G will install overpressure protection on the affected portions of CFCU service water piping to address thermally induced overpressurization. These modifications will be completed prior to restart of the affected unit. PSE&G has evaluated the information contained in LER 272/96-020 and believes it to be sufficient to address the Generic Letter 96-06 120 day response requirement relative to waterhammer, two-phase flow and thermally induced overpressurization as these conditions relate to CFCU operation.
PSE&G's analysis of thermally i.nduced overpressurization in the remainder of_ piping systems located inside containment is in progress. A total of 119 lines penetrate each of the Salem containment buildings, of which 87 lines are not affected due to either the existence of installed relief capability, internal temperatures greater than the peak accident temperature, lines normally in-service during an accident, lines connected to saturated systems (i.e. steam generators) or lines being gas filled.
