In accordance with the provisions of Title 10 of the Code of Federal Regulations (10 CFR Part 50.90), "Application for Amendment of License, Construction Permit, or Early Site Permit," Duke Energy Progress, Inc. (Duke Energy) is submitting a request for an amendment to the Technical Specifications (TS) for Shearon Harris Nuclear Power Plant, Unit 1 (HNP).The proposed amendment would modify HNP TSs by relocating specific surveillance frequencies to a licensee-controlled program with the implementation of Nuclear Energy Institute (NEI) 04-10, "Risk-Informed Technical Specification Initiative SB, Risk-Informed Method for Control of Surveillance Frequencies." Additionally, the change would add a new program, the Surveillance Frequency Control Program, to TS Section 6, Administrative Controls.
The changes are consistent with Nuclear Regulatory Commission (NRC) approved Technical Specification Task Force (TSTF) Standard Technical Specifications (STS) Change TSTF-425,"Relocate Surveillance Frequencies to Licensee Control -RITSTF Initiative Sb," Revision 3 (ADAMS Accession No. ML090850642).
