Dear Mr. Peterson:

Please accept my sincere appreciation of the efforts of your staff for their timely completion of offsite emergency preparedness readiness reviews of both the Waterford 3 and River Bend nuclear power plants after the impact of Hurricane Gustav in the state of Louisiana. As you know, the Waterford 3 plant shut down prior to the hurricane's arrival, and the River Bend Station shut down during the storm. Your team mobilized, traveled and reviewed the offsite conditions with significant speed and under stressful conditions.

I am very appreciative of the fact that your staff recognized the need to complete the disaster-initiated review (DIR) in a very timely manner. Your team was able to issue a recommendation for both plants, re-affirming the readiness of the state and parish authorities to deal with a potential power plant emergency following restart only 3 days from the time that the need for a DIR was identified. I especially appreciate FEMA's sensitivity to the need to complete these activities while recovery efforts are still in progress.

Please convey my personal thanks to Scott Flowerday, Elsa Lopez and Linda Gee who traveled to the sites and performed the review. I also wish to recognize Nan Calhoun and Chad Johnston for their support of the team from the regional office.

Our staff at the NRC Region IV Office look forward to continued cooperation and coordination with FEMA Region VI in these and other activities toward ensuring the protection of public health and safety around nuclear power plants.
