2p, U.S.NRC UNITED STATES NUCLEAR REGULATORY COMMISSION Protecting People and the Environment Introduction for Public Meeting with Comanche Peak on Generic Safety Issue 191 Michael Scott Office of Nuclear Reactor Regulation July 9, 2009 1 SU.S.NRC Purpose of Meeting UNITED STATES NUCLEAR REGULATORY COMMISSION P r o e o e t n Protecting People and the Environment Discuss in detail licensee's planned path forward on each RAI for which, based on agenda-setting phone call, NRC staff is not yet confident licensee is on success path* Attempt to reach understanding such that:-NRC staff is confident licensee's overall approach will succeed in showing adequate ECCS strainer performance

-Licensee can have confidence that its path forward, if carried out consistent with what it has told the staff, will not result in another round of RAIs 2 S U.S.N C Precepts for the discussion UNITED STATES NUCLEAR REGULATORY COMMISSION Protecting People and the Environment Emphasis for the meeting is licensee's methods in each subject area; results may be discussed as appropriate to support conclusions on method adequacy* Licensee bears the burden of showing that its strainer will function adequately in event of a DBA* NRC position is that. an adequate head loss test is needed to show satisfactory strainer performance unless licensee justifies that their strainer has significant nonfiltering area* Perfection is not the standard, but staff has not been able to reach conclusions of adequacy in the face of numerous evident nonconservatisms 3

  • After all RAIs discussed,both parties caucus privately on any RAIs for which agreement was not reached* Final discussion

-Either party may identify a change in its position(s)

-Staff will provide overall conclusion regarding its confidence in.licensee's approach to issue resolution
