Dear Sir or Madam:
By letter dated February 29, 2008 [Reference 1] (Agencywide Documents Access and Management System (ADAMS) Accession No. ML080660596), Luminant Generation Company LLC (Luminant Power) supplemented responses to Generic Letter (GL) 2004-02, "Potential Impact of Debris Blockage on Emergency Recirculation During Design Basis Accidents at Pressurized-Water Reactors," for Comanche Peak, Units 1 and 2. By letter November 26, 2008 [Reference 2] (ADAMS Accession No. ML083500465),
Luminant Power revised the response submitted in Reference 1. This letter provides revision 2 of Engineering Report ER-ESP-001 submitted in References 1 and 2. Luminant Power met with the Nuclear Regulatory Commission (NRC) on July 9, 2009, in a public meeting [Reference 3] addressing NRC questions regarding responses to GL 2004-02 [Reference 41 and subsequently participated in a public A member of the STARS (Strategic Teaming and Resource Sharing) Alliance Callaway
U. S. Nucdear Regutatory Commission TXX-09128 Page 2 10/13/2009 phone call on August 10, 2009 [Reference 61 to conclude the discussion of the NRC request for additional information from the public meeting. Luminant Power provided additional information in response to RAI 24 and RAI 37 regarding Secondary Line Breaks to the NRC on September 10, 2009
[Reference 5]. During the August 10th phone call with the NRC, Luminant Power agreed to provide a video of Comanche Peak fiber transport testing to the NRC. Luminant Power provided the video of the Comanche Peak fiber transport testing to the NRC on October '12, 2009 [Reference 7]. The enclosure to this letter provides the Luminant Power Engineering Report for Generic Safety Issue (GSI)-191 containing revised sections addressing the RAIs provided in Reference 4.
This letter contains no new or revised licensing commitments regarding Comanche Peak Units 1 and 2.
