Dear Mr. Flores:
By letters dated February 29, August 28, and November 26, 2008, and September 10, October 12, and October 13, 2009 (Agencywide Documents Access and Management System (ADAMS) Accession Nos. ML080660596, ML082520253, ML083500465, ML092610791,
ML092960433, and ML093080003, respectively), Luminant Generation Company LLC (Luminant, the licensee) submitted supplemental responses to Generic Letter (GL) 2004-02, "Potential Impact of Debris Blockage on Emergency Recirculation during Design Basis Accidents at Pressurized-Water Reactors," for Comanche Peak Nuclear Power Plant (CPNPP),
Units 1 and 2. The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed your submittals with a process that involved a detailed review by a team of 10 SUbject matter experts, with focus on the review areas described in the NRC's "Revised Content Guide for Generic Letter 2004-02 Supplemental Responses" (ADAMS Accession No. ML073110389).
The NRC staff has no further questions for CPNPP, Units 1 and 2, at this time regarding completion of corrective actions for GL 2004-02. This conclusion is based on the staff's evaluation of your submittals, with emphasis on your responses to an NRC staff request for additional information dated July 15, 2009 (ADAMS Accession No. ML091670738).
The NRC staff has not yet issued a final safety evaluation (SE) on WCAP-16793-NP, "Evaluation of Long-Term Cooling Considering Particulate, Fibrous, and Chemical Debris in the Recirculating Fluid." Because your response for CPNPP, Units 1 and 2, relies on this topical report, the NRC will defer issuance of a closure letter to Luminant for GL 2004-02 until the SE is issued for WCAP-16793. Following issuance of an SE, the NRC intends to send a letter requesting that Luminant confirm whether it still intends to rely on the conclusions reached in WCAP-16793-NP for CPNPP, Units 1 and 2. The NRC will advise licensees regarding the need for submittals to address, (1) the means to determine the amount of debris that bypasses the ECCS strainer, (2) the fiber loading expected per fuel assembly for the cold-leg and hot-leg break scenarios based on information available as of the date of the letter, (3) the available head loss margins with bases for the cold-leg and hot-leg break scenarios using the WCAP-16793 acceptance criteria, and (4) planned actions, if the plants exceed an acceptance criterion. The NRC staff will notify you of the expected timeline for any needed actions at the time the SE is issued, or will notify you of expectations for additional licensee actions should an
