Recent telephone conversations between the NRC and RG&E discussed concerns regarding high In-structure Response Spectra shown in Rochester Gas&Electric's January 1997 USI-A46 submittal.

Rochester Gas&Electric provided explanations in responses to the NRC RAI's (Ref.A&C)on 5/27/98 and 2/2/99 (Ref.B&D).These discussions focused on whether Ginna structures, such as the diesel generator building, could be considered"typical nuclear structures".

RG&E agreed to supplement our February 1999 submittal regarding qualitative explanations of seismic response spectra margins with some quantitative examples.Enclosed is a comparison 9906040167 990525 PDR ADQCK 05000244 P PDR s~

evaluation of overall seismic margins between Median Centered Analysis and Design Basis Analysis for nuclear power plant structures at other facilities similar in construction, building frequency and damping to those at Ginna Station.This information has been developed and compiled by EQE International, Inc.and is meant to demonstrate that factors of safety in original design basis analysis can be shown to be in the range of 2.5 to 5.RGEE believes that sufficient information and justification has been provided in order to allow closure of USI A-46.In addition RG&E has enclosed a copy of R.E Ginna Station's USI A-46"Outlier Resolution Table" as requested.
