I 0B.BACKGROUNDOnFebruary24,1996,RG8cEimplementedtheImprovedTechnicalSpecificationsatGinnaStationperAmendmentNo.61.Sincethattime,uponuseofthenewTS,severaltypographicalerrorshavebeendiscovered.Themajorityoftheseerrorsarereadilyevidentupondiscoveryanddonotimpactanyoperationalactivities.However,theerrorsdescribedabovewithrespecttoLCO3.3.1couldprovideconfusionandpotentialincorrectapplicationofthenecessaryrequirement.Therefore,thisLARproposestocorrecttheseerrors.SinceGinnaStationiscurrentlyinadefueledconditioninsupportofthesteamgeneratorreplacementproject,theerrorsarenotcurrentlyaproblem.However,RG&EexpectsthatGinnaStationwillenterMODE2conditionslateonJune3rdatwhichtime,theOvertemperatureaTandOverpowerzTreactortripfunctionsmustbeOPERABLE.Therefore,thecorrectionstothef(d)descriptionsforthesefunctionsmustbecorrectedpriortoenteringMODE2.TheremainingerrorwithinLCO3.3.1onlyappliestospecificsurveillancesofreactortripfunctionsatpowerwhichwillnotbecomelimitinguntilseveralweekslater.C.JUSTIFICATIONOPCHANGESThissectionprovidesthejustificationforallchangesdescribedinSectionAaboveandshowninAttachmentII.Thejustificationsareorganizedbasedonwhetherthechangeis:morerestrictive(M),lessrestrictive(L),administrative(A),ortherequirementisrelocatedC.l~AA.1TheproposedchangesdescribedinSectionAabovedonotinvolveanytechnicalissues.Instead,thechangesrelatetominorerrors(e.g.,pagenumberingandtitles),providingconsistencywithintheTS(e.g.,noteformats),correctionofequationsthatwereincorrectlytranslatedfromthe"old"TS,andprovidingconsistencywithNUREG-1431aswasoriginallyintendedbyAmendmentNo.61.ThechangestotheOverpowerandOvertemperature~Tequationsarestrictlyeditorialandarerequiredtoensurethatthepenaltyforf(d)iscorrectlyappliedandthattheequationshavethecorrectunits.Theproposedchangeresultsinan,equationwhichismathematicallyidenticaltothe"old"TSandwasconfirmedbyWestinghouseasbeingappropriateandacceptable.TheremainingerrorswereintroducedduringlastminutechangestotheTSpriortoNRCissuanceofAmendmentNo.61.Thisisfurtherconfirmedinthatonlyonebasespageisaffectedbythesechanges.Therefore,thecorrectionoftheseerrorsisadministrativeonly.Therearenotanymorerestrictive(M),lessrestrictive(L),orrelocated(R)changesassociatedwiththisLAR.
