Acceptance for Review for License Am endment Request dated May 31, 2012 regarding Messrs. Ashe and Hart, By letter dated May 31, 2012, Duke Energy Carolinas LLC submitted a licens e amendment request (LAR) (ADAMS Accession No. ML12153A328) for amending the license and technical specifications 3.1.3, "Moderator Temperature Coefficient (MTC)," and 5.6.5 "CORE OPERATING LIMITS REPORT (COLR)"for McGuire Nuclear Station, Units 1 and 2, and Catawba Nuclear Station, Units 1 and 2. The proposed amendment modifies the end-of-cycle (EOC) MTC Surveillance Requirement (SR) by allowing an exemption to the SR if certain conditions are met. This conditional exemption from the SR will be determined on a cycle-specific basis. The purpose of this email is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review for this LAR. The a cceptance review was performed to determine if there is sufficient technical information in scope and depth to a llow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant. | |||
