| On March 20, 2007, the U.S. Nuclear Regulatory Commission (NRC) issued ConfirmatoryAction Letter (CAL) No. NRR-07-007 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML070730620) regarding dissimilar metal welds in the pressurizer at Comanche Peak Steam Electric Station (CPSES), Units 1 and 2. This letter acknowledges receipt of your letters dated April 5, and June 19, 2007 (ADAMS Accession Nos. ML071020040 and ML071770137, respectively) informing the NRC of actions taken in response to this CAL.In your letters, you stated pressurizer Alloy 82/182 butt weld structural weld overlays werecompleted for CPSES Unit 1 during refueling outage 1RF12 which ended April 20, 2007. The weld overlays included four safety/relief nozzles, a spray nozzle, and a surge nozzle, and that ultrasonic examination of the Unit 1 pressurizer weld overlays was completed on March 23, 2007.Based on your letters, the NRC has found that all the commitments listed in the CAL andsupporting commitment letter (ADAMS Accession No. ML070530211) have been met for CPSES Unit 1. With respect to CPSES Unit 1, no further response is required regarding the CAL, and it is no longer necessary to implement enhanced inspection and leakage monitoring requirements for the reactor coolant system at CPSES Unit 1. This closes TAC No. MD4143.Thank you for informing us of the actions documented in your letter. These actions may beexamined during a future NRC inspection of your facility.Since the CAL addressed both CPSES units, it will remain open until all CAL commitmentspertaining to CPSES Unit 2 are complete. Therefore, TAC No. MD4144 for Unit 2 will also remain open.Current NRC guidance regarding CALs is contained in the NRC Enforcement Policy and theNRC Enforcement Manual, which are available at the NRC web site at http://www.nrc.gov/about-nrc/regulatory/enforcement.html (click on Enforcement Policy or M. SUBJECT:
COMANCHE PEAK STEAM ELECTRIC STATION, UNIT 1 - COMPLETION OF ACTIONS FOR CONFIRMATORY ACTION LETTER NRR-07-007 (TAC NO.
MD4143)
Dear Mr. Blevins:
On March 20, 2007, the U.S. Nuclear Regulatory Commission (NRC) issued Confirmatory Action Letter (CAL) No. ML071020040 and ML071770137, respectively) informing the NRC of actions taken in response to this CAL.
In your letters, you stated pressurizer Alloy 82/182 butt weld structural weld overlays were completed for CPSES Unit 1 during refueling outage 1RF12 which ended April 20, 2007. The weld overlays included four safety/relief nozzles, a spray nozzle, and a surge nozzle, and that ultrasonic examination of the Unit 1 pressurizer weld overlays was completed on March 23, 2007.
Based on your letters, the NRC has found that all the commitments listed in the CAL and supporting commitment letter (ADAMS Accession No. MD4143.
Thank you for informing us of the actions documented in your letter. These actions may be examined during a future NRC inspection of your facility.
Since the CAL addressed both CPSES units, it will remain open until all CAL commitments pertaining to CPSES Unit 2 are complete. Therefore, TAC No. MD4144 for Unit 2 will also remain open.
Current NRC guidance regarding CALs is contained in the NRC Enforcement Policy and the NRC Enforcement Manual, which are available at the NRC web site at http://www.nrc.gov/about-nrc/regulatory/enforcement.html (click on Enforcement Policy or
M. R. Blevins Enforcement Guidance) or by contacting the Government Printing Office (GPO) toll-free at 1-888-293-6498. The GPO is open from 7:00 a.m. to 9:00 p.m. EST, Monday through Friday (except Federal holidays).
In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be made available electronically for public inspection in the NRC Public Document Room or from the NRCs document system (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm.html.
Sincerely,
/RA/
