CORRECTION TO AMENDMENT NOS. 185 AND 185 REGARDING IMPLEMENTATION OF FULL SPECTRUM LOSS-OF-COOLANT ACCIDENT METHODOLOGY (EPID L-2022-LLA-0171)

On December 20, 2023, the U.S. Nuclear Regulatory Commission (NRC) issued Amendment No. 185 to Facility Operating License No. NPF-87 and Amendment No. 185 to Facility Operating License No. NPF-89 for Comanche Peak Nuclear Power Plant, Unit Nos. 1 and 2 (Comanche Peak, Units 1 and 2), respectively (Agencywide Documents Accession and Management System (ADAMS) Accession Nos. ML23319A392 (not publicly available, proprietary information) and ML23319A387 (redacted public version). The amendments were in response to your application dated November 21, 2022, as supplemented by letter dated June 1, 2023. The amendments revised Technical Specification (TS) 5.6.5, Core Operating Limits Report, to change the loss-of-coolant accident (LOCA) methodology to reflect the adoption of WCAP-16996-P-A, Revision 1, Realistic LOCA Evaluation Methodology Applied to the Full Spectrum of Break Sizes (FULL SPECTRUMTM LOCA Methodology); TS 2.1.1.2 to reflect the peak fuel centerline melt temperature specified in the Westinghouse performance analysis and design model (PAD5); and TS 4.2.1, Fuel Assemblies, to remove the allowance for zircalloy cladding for Comanche Peak, Units 1 and 2.
While updating the TSs for Comanche Peak, Unit Nos. 1 and 2, the NRC staff identified an error on the attachment page to enclosures 1 and 2 of the letter dated December 20, 2023, for Amendment Nos. 185 and 185. Specifically, TS page 5.6-4 was incorrectly numbered as TS page 5.6-5 in the Remove and Insert columns of the attachment page.
The NRC staff determined that the error was inadvertently introduced during the preparation of the amendment and is entirely typographical in nature. The correction does not change any of the conclusions in the safety evaluation associated with the amendment and does not affect the associated notice to the public.
The enclosure to this letter contains the corrected attachment page. Please replace the corresponding attachment page to enclosures 1 and 2, issued by Amendment Nos. 185 and 185, for Comanche Peak, Unit Nos. 1 and 2, respectively. The revised page contains a marginal line indicating the area of change.
