NOTICE OF AVAILABILITY OF THE DRAFT PLANT-SPECIFIC SUPPLEMENT 60, TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS REGARDING COMANCHE PEAK NUCLEAR POWER PLANT, UNIT NUMBERS 1 AND 2, LICENSE RENEWAL APPLICATION (EPID NUMBER: L-2022-LNE-0004)

Dear Ken J. Peters:

The U.S. Nuclear Regulatory Commission (NRC) staff has completed the draft plant-specific Supplement 60, to NUREG-1437, Generic Environmental Impact Statement for License Renewal of Nuclear Plants (GElS), regarding the renewal of Facility Operating License Nos.

NPF-87 and NPF-89 for an additional 20 years of operation for Comanche Peak Nuclear Power Plant, Units 1 and 2, respectively (CPNPP). The NRC staff has prepared a Federal Register (FR) Notice of Availability (NOA) (88 FR 75629 and 88 FR 78068) to advise the public that the draft supplement is publicly available at the following link:

http://www.nrc.gov/readingrm/adams.html.

The ADAMS number for draft Supplement 60, to the GElS is (ML23299A252). In addition, the draft Supplement 60 will be available to the public near the site at the following location:

Somervell County Library, 108 Allen Dr., Glen Rose, TX 76043 and Hood County Library, 222 N Travis St. Granbury, TX 76048.

As discussed in chapter 4 of the draft supplement, the NRC staffs preliminary recommendation is that the adverse environmental impacts of subsequent license renewal for CPNPP are not so great that preserving the option of license renewal for energy-planning decisionmakers would be unreasonable. This recommendation is based on: (1) the analysis and findings in the GElS; (2) the applicants Environmental Report; (3) the NRC staffs consultation with Federal, State, Local, and Tribal government agencies; (4) the NRC staff's independent environmental review; and (5) the NRC staff's consideration of public comments.

K. Peters A separate NOA of the draft supplemental environmental impact statement was placed in the FR through the U.S. Environmental Protection Agency (EPA) (88 FR 77308). The comment period ends 45 days from EPA FR date, which is December 26, 2023.
