This letter is to inform you of a schedule change in the Comanche Peak license renewal review.
By letter dated October 3, 2022, (Agencywide Documents Access and Management System ML22276A082), Vistra Operations Company LLC submitted an application for License Renewal of Facility Operating License Nos. NPF-87 and NPF-89 for the Comanche Peak Nuclear Power Plant, Unit Nos. 1 and 2 (Comanche Peak) to the U.S. Nuclear Regulatory Commission (NRC) pursuant to section 103 of the Atomic Energy Act of 1954, as amended, and Part 54 of Title 10 of the Code of Federal Regulations, Requirements for renewal of operating licenses for nuclear power plants.
In March 2023, the NRC staff completed its environmental scoping with an extended scoping period ending March 13, 2023. However, due to impacts outside of NRCs control, e.g., high COVID rates that forced a cancellation of the in-person meetings and rescheduling; Congressional correspondence that prompted an in-person meeting and an extension of the comment period, concurrent with process challenges e.g., a high volume of public scoping comments that occurred at the same time as two other projects receiving large volumes of comments resulting in delayed processing, the NRC staff is revising the schedule for the issuance of the Comanche Peak draft Supplemental Environmental Impact Statement (SEIS) to October 2023 and the publication of the final SEIS to May 2024. The NRC staff will look for opportunities to recover schedules in meeting the project milestone of September 2024 for licensing by the Office of Nuclear Reactor Regulation Director.
