SUMMARY

OF REGULATORY AUDIT IN SUPPORT OF LICENSE AMENDMENT REQUEST TO EXTEND CONTAINMENT LEAK RATE TEST INTERVALS (EPID L-2018-LLA-0055)

Dear Mr. Hamilton:

By letter to the U.S. Nuclear Regulatory Commission (NRC) dated March 7, 2018, FirstEnergy Nuclear Operating Company (FENOC) submitted a license amendment request (LAR) that proposed revisions to the technical specifications that would permanently extend the containment leak rate test intervals for Type A and Type C tests for the Perry Nuclear Power Plant, Unit No. 1 (PNPP) (Agencywide Documents Access and Management System (ADAMS)

Accession No. ML18066A648).

By email dated August 16, 2018 (ADAMS Accession No. ML18228A616), the NRC staff issued its plan to conduct an audit in support of its review of the subject LAR. Mr. Keith Tetter from the NRC's Office of Nuclear Reactor Regulation conducted the audit via an online reference portal from August 30 through September 7, 2018. The on-line reference portal was populated with the following documents from FENOC:

1. PWROG-17074-P, Revision 0, Perry Nuclear Power Plant Independent Assessment of Internal Events, Internal Flood, and Seismic PRA Facts and Observations Closure, February 2018
2. PWROG-17077-P, Revision 0, Perry Nuclear Power Plant Focused Peer Review of Internal Events PRA and Seismic PRA The purpose of the audit was to understand what information the NRC staff needed to support its review of the LAR and to develop requests for additional information, as needed. The staff reviewed the listed docu_ments to gain a better understanding of the PNPP independent assessments that were performed as part of the probabilistic risk assessment model process.

Based on its review of the documents, the NRC staff confirmed that the 2018 independent assessment resulted in no new findings and closed all outstanding findings identified in previous peer reviews. The staff has determined that the non-docketed information supports statements made in the LAR and that information included in the documents is not necessary to reach a safety conclusion on the application.
