PERRY NUCLEAR POWER PLANT, UNIT NO. 1 - LICENSE RENEWAL APPLICATION ONLINE REFERENCE PORTAL
Dear Mr. Penfield:
By letter dated July 3, 2023 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23184A081), Energy Harbor Nuclear Corp. (the applicant) submitted an application for license renewal of Renewed Facility Operating License Nos. NPF-58 for Perry Nuclear Power Plant (PNPP), Unit No. 1 to the U.S. Nuclear Regulatory Commission (NRC or staff).
The NRC staff continues to seek approaches to improve efficiency and support an effective review. One method to increase efficiency of the NRC staffs review of the license renewal application (LRA) is the use of an online reference portal that will allow the NRC staff and associated contractors limited, read-only access to the documents and other reference materials cited in the LRA or in references cited therein. In cases where the NRC staff identifies documents as necessary to support its determination in the safety evaluation report, or its environmental impact statement, the NRC staff will request that PNPP submit those documents on the docket.
The use of the online reference portal will be in accordance with the following restrictions:
The online reference portal will be password-protected, and passwords will be distributed only to the NRC staff and contractors directly involved in the PNPP LRA review on a need-to-know basis.
The online reference portal will not support any printing, saving, or downloading functions.
The NRC staff and contractors who are granted access to the online reference portal will be informed of the conditions related to the use of the online reference portal by NRC project managers.
The conditions associated with the online reference portal will be maintained throughout its use during the PNPP LRA review process.

R. Penfield Documents posted to the online reference portal will be limited to basis and other reference material cited in the LRA, in support of staffs audit of the information in the LRA, and other documents as agreed upon by PNPP and the NRC management, and
The NRC staff requests PNPP make the portal accessible to the staff and its contractors as soon as possible. At some time near the end of the PNPP LRA review, NRC management and PNPP will agree to a date to close the portal.
