RE: Additional Augmentation SE items I agree with #2, but I have issue with 1 and 3.
- 1. The second paragraph on SE page five under "Offsite Dose Assessment" states, "Three additional personnel with senior HP expertise will assume responsibility for offsite dose assessment and projections upon arrival at the TSC and EOF." The first paragraph is technically true and the second paragraph discusses the transfer of responsibility of the dose assessment.
- 3. Page 15 of 20 in Attachment 1 to the original application states, "The HP Supervisor maintains the responsibility for the dose assessment activity until it is turned over to HP personnel in the TSC or EOF." In addition, Enclosure 1, Attachment 3, page 2 of the 9/24/08 response states, "Thirty (30) minute offsite dose assessment is the responsibility of the on-shift HP Supervisor until it is turned over to HP personnel in the TSC or the EOF." I don't see any reference to the OSC in these documents.
We should change the number as reflected in #2 from 23 to 24 on page 4 of the SE, 1st paragraph, but let the rest as writeen.

None of these are as significant as the issue of when to start the 90 minute clock. Please pass these along to Kaly.

On page 5 of the SE, the first paragraph under "Offsite Dose Assessment" states that, "The proposed revision provides one on-shift senior HP expert and three additional experts within 90 minutes." While this statement is technically true it does not reflect that, as described in Enclosure 1, Attachment 3, page 2 of our 9/24/08 RAI response, the on-shift HP Supervisor gives up his Offsite Dose Assessment responsibilities upon arrival of the augmented personnel. The on-shift HP Supervisor remains available, but focused on other duties, following augmentation. This is why in Enclosure 1, Attachment 2, page 2 of our 9/24/08 RAI response, we state that there are a total of 3 personnel available at 90 minutes, and that they are the 3 augmented personnel.
- 2. On page 4 of the SE, 1st paragraph, the SE states that SCE's, "on-shift staffing of 23 members..." is greater than the 10 staff members identified in Table B-1. 23 on-shift personnel was from our original request, but that number changed to 24 in our letter dated 9/24/08 (see Enclosure 1, Attachments 1 and 2 of the 9/24/08 RAI response).
