FOR THE TELEPHONE CONFERENCE CALL FOR BEAVER VALLEY POWER STATION, UNITS 1 AND 2 LICENSE RENEWAL APPLICATION March 05, 2008 The staff requested the conference call to seek clarification on FENOC's environmental report (ER), which states that the aging management review has identified a possible need for Unit 2 steam generator repair or replacement during the license renewal term. The ER also states that the steam generator replacement activities will be done during scheduled outages and therefore are bounded by the environmental impacts analyzed in the Final Environmental Statement (FES). The NRC explained that the frame of reference for license renewal environmental reviews is the Generic Environmental Impact Statement for License Renewal (GEIS), not the FES for initial licensing. More specifically, GEIS Section 2.6.2.6 provides some examples of major refurbishment and replacement activities (including replacement of steam generators). Furthermore, the GEIS indicates that these activities can have environmental impacts requiring analysis that need to be considered in a site-specific supplement to the GEIS.

FOR THE TELEPHONE CONFERENCE CALL FOR BEAVER VALLEY POWER STATION, UNITS 1 AND 2 LICENSE RENEWAL APPLICATION March 05, 2008 The staff requested the conference call to seek clarification on FENOCs environmental report (ER), which states that the aging management review has identified a possible need for Unit 2 steam generator repair or replacement during the license renewal term. The ER also states that the steam generator replacement activities will be done during scheduled outages and therefore are bounded by the environmental impacts analyzed in the Final Environmental Statement (FES).

The NRC explained that the frame of reference for license renewal environmental reviews is the Generic Environmental Impact Statement for License Renewal (GEIS), not the FES for initial licensing. More specifically, GEIS Section 2.6.2.6 provides some examples of major refurbishment and replacement activities (including replacement of steam generators).

Furthermore, the GEIS indicates that these activities can have environmental impacts requiring analysis that need to be considered in a site-specific supplement to the GEIS.

The staff further explained that, if a refurbishment activity is associated with license renewal, then the environmental impacts associated with the activity must be analyzed in accordance with 10 CFR 51.53(c)(2). The NRC staff indicated that a request for additional information would be issued to obtain clarification from FENOC regarding whether or not the steam generator replacement activity for Beaver Valley Unit 2 is associated with license renewal, and if it is associated with license renewal, to obtain FENOCs analysis of impacts from the activity.
