The U.S. Nuclear Regulatory Commission (NRC or the staff) has received your application dated December 11, 2008, and supplemented on April 14, 2009, for the renewal of the Operating License Nos. NPF-41, NPF-51, and NPF-74 for the Palo Verde Nuclear Generating Station, Units 1, 2, and 3 (Palo Verde). In support of the application and in accordance with Title 10 of the Code of Federal Regulations (10 CFR) Part 51 and 10 CFR Part 54, Arizona Public Service Company (APS) submitted an environmental report (ER). This letter provides information related to the staff=s review of the ER.
 
The NRC has prepared a notice of intent advising the public that the NRC intends to gather information necessary to prepare a plant-specific supplement to the Commission=s ?Generic Environmental Impact Statement for License Renewal of Nuclear Plants,@ (NUREG-1437) related to the review of the application for the renewal of the Palo Verde operating licenses.

As discussed in the enclosed notice, the staff is providing the public with the opportunity to participate in two environmental scoping meetings to be held June 25, 2009. The first session will be held in the afternoon and an identical session will be held later that evening. The afternoon session will be held at the Tonopah Valley High School, 38201 West Indian School Road, Tonopah, AZ 85354. The evening session will be held at Estrella Mountain Community College, 3000 North Dysart Road, Avondale, AZ 85392. The NRC will present an overview of the environmental, as well as safety, review process and will describe how the process will be implemented for the review of the Palo Verde license renewal application. A separate NRC meeting notice with a more detailed agenda is forthcoming. You will be provided a copy of that notice.
