By letter dated December 16, 2010 (ML103550234), Southern Nuclear Operating Company (SNC) submitted a request for an amendment to Facility Operating License Nos. DPR-57 and NPF-5 for Hatch Nuclear Plant Units 1 and 2 respectively and NPF-68 and NPF-81 for Vogtle Electric Generating Plant, Units 1 and 2, respectively. Specifically the amendment proposed to revise the Technical Specification (TS) Section 2.0 "Safety Limits" per U. S. Nuclear Regulatory Commission (NRC) approved Industry/Technical Specification Task Force Standard Technical Change Traveler TSTF-5-A, Revision 1 "Delete Safety Limit Violation Notification Requirements."

The acceptance review is also intended to identify whether the request has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff has reviewed your request and concluded that it does provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed action in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compare to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite the completion of an adequate acceptance review. If additional information is needed, you will be advised by separate correspondence.
