OF JUNE 26,2012, PUBLIC MEETING WITH FENOC REGARDING LICENSING PRACTICES AND PROCESSES (TAC NO. ME8810)

On June 26, 2012, a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) staff and representatives of FirstEnergy Nuclear Operating Company (FENOC) at the NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss licensing practices and processes. A list of attendees is provided as Enclosure 1.

FENOC presented information at the meeting (Agencywide Documents Access Management System (ADAMS) Accession No. ML12173A268). The topics which FENOC discussed with the NRC were the following:

• Cyber Security

• Dry Cask Storage

• National Fire Protection Associate 805 licensing actions

• Operation with Potential to Drain the Reactor licensing actions

• Fukushima-related licensing actions The NRC noted that the overall quality of licensing submittals and communication between FENOC and NRC project managers have been good.

One item, which was stressed to FENOC, was that the NRC has received numerous expedited review requests from FENOC recently and the NRC stated that that all routine licensing actions should be developed and planned for a one-year NRC review goal. The only licensing actions requesting less than a one-year review are for emergent plant issues that could not have been foreseen.

No decisions were made during this meeting.

Members of the public were in attendance. Public Meeting Feedback forms were available, and none were received.
