i i By letter dated August 23,1996, Southern Nuclear requested approval of an elevated tube sheet laser welded sleeve technical specification amendment. As a result of recent steam

- generator inspections, changes to the August 23 submittal are required. Additionally, the j NRC has requested additional information on the proposed change.

. The August 23,1996, submittal was based on prior approval of the L' amendment. Response. i r to an NRC question concerning inspection of L* tubes has not been completed. ,

. Consequently, the elevated tubes sheet sleeve TS amendment will be approved before the L* -'

[ . TS amendment. As a result, Enclosure 1 contains revised TS pages for the elevated tube sheet sleeve amendment.

j. - In 1992, WCAP-13115, Steam Generator Sleeving Integration Report, was written to support 4

use of an integrated sleeve (laser welded joint and hybrid expansion joint (HEJ) in the same sleeve) at Farley Nuclear Plant. Enclosure 3 contains proprietary (WCAP-13115) and non-

} proprietary (WCAP-13116) versions of the Steam Generator Sleeving Integration Report.

I - As a result of recent Westinghouse experience in the installation oflaser welded sleeves, l 1

several improvements in the installation of these sleeves have been identified. These improvements are documented in Westinghouse letter NSD-ST-96-388, J. M. Farley Units 1 and 2: Elevated Tubesheet Sleeve Qualification, dated November 5,1996. Enclosure 4 5

l CAW-96-1036 (Enclosure 5), signed by the owner of the proprietary information, i Westinghouse Electric Corporation. The affidavit, which accompanies this letter, sets forth the basis on which the information may be withheld from public disclosure by the i Commission and addresses with specificity the considerations listed in paragraph (b)(4) of 10CFR Section 2.790 of the Commission's regulations. Correspondence with respect to the proprietary aspects of the application for withholding or the Westinghouse affidavit should reference CAW-96-1035 and CAW-96-1036 and should be addressed to Nicholas J. Liparulo, Manager, Nuclear Safety.
