By letter dated February 16,1994, Southern Nuclear forwarded a technical specification amendment request revising Technical Specification 5.3, Reactor Core Design Features. The changes included allowing the use of ZlRLO cladding and allowing reconstitution of damaged fuel assemblies. Following discussion with the NRC Staff, it was determined that the Staff preferred the maximum enrichment limits be included in Technical Specification 5.6, Fuel Storage Design Features. As a result, Technical Specification 5.6 is being amended to include the maximum enrichment limits for Westinghouse OFA and Vantage-5 fuel previously contained in Technical Specification 5.3.

Attachment 1 contains all revised Technical Specification pages associated with this amendment. Technical Specification 5.6, Fuel Storage, has been formatted in a manner similar to the standard technical specifications; however, the requirements have not been revised from those currently in the technical specifications. The conclusions of the Significant Hazards Evaluation submitted with the February 16,1994 letter remain valid and bounding.

It is requested that this technical specification amendment be approved by October 1,1994.
