This letter refers to the inspection conducted from June 24-28, 2019, at your Mt. Athos facility located in Lynchburg, VA. The purpose of the inspection was to determine whether activities authorized by the license were conducted safely, and in accordance with the Nuclear Regulatory Commission (NRC) requirements. At the conclusion of the inspection, the findings were discussed with you and other members of your staff on June 27, 2019.
This inspection examined activities conducted under your license as they relate to, security equipment testing and maintenance, physical protection of shipments of special nuclear material of moderate and low strategic significance, and a follow up on safeguards events.
Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observations of activities in progress.
Based on the results of the inspection, the NRC determined that a Severity Level (SL) IV violation of NRC requirements occurred. The violation was evaluated in accordance with the NRC Enforcement Policy. The violation warranted licensee identification credit because the licensee demonstrated initiative in identifying the violations root cause. Additionally, the licensee took prompt and comprehensive corrective actions including a commitment to take, within a reasonable time, additional corrective action to prevent recurrence. Therefore, the violation is being treated as a Non-Cited Violation (NCV). The NCV is described in the subject inspection report. If you contest the violation or significance of the violation, you should provide Enclosure(s) transmitted herewith contain(s) SUNSI. When separated from enclosure(s),
this transmittal document is decontrolled.

The enclosed inspection report contains Security-Related Information in accordance with 10 CFR 2.390(d)(1) and its disclosure to unauthorized individuals could present a security vulnerability. Therefore, the material in the enclosure will not be made available electronically for public inspection in the NRC Public Document Room or from the NRCs document system (ADAMS), accessible from the NRC Web site at http://www.nrc.gov/reading-rm/adams.html.
