BWXT NUCLEAR OPERATION GROUP, INC. INTERIM APPROVAL OF CHAPTER 10, DECOMMISSIONING (ENTERPRISE PROJECT IDENTIFIER L-2021-DFA-0010)

Dear Chris Terry:

We have reviewed your updated decommissioning cost estimate submitted by letter dated December 7, 2021 ( Agencywide Documents Access and Management System ( ADAMS)

Accession Number ML21344A061), as supplemented by email dated March 31, 20 22 (ADAMS Accession Number ML22094A100), and letter dated June 24, 2022 (ADAMS Accession No. ML22182A483). We approve the updated estimate of $40.1 million for the cost of decommissioning. Specifically, we find that the cost estimate reflects the cost of an independent contractor to perform decommissioning activities, is based on unrestricted use, includes an adequate contingency factor, and identifies and provides justification for key assumptions. We request that you submit the following documents within 30 days of the date of this letter:

  • Signed originals of the financial instruments that guarantee the funds,
  • An updated certification of financial assurance, and
  • A finalized and dated copy of Chapter 10.

Your submittal was assigned Enterprise Project Identifier (EPID) L-2021-DFA-0010. The EPID is considered CLOSED. A new EPID will be assigned for the review and approval of updated financial assurance instruments and an updated certification of financial assurance. Our Safety Evaluation Report is enclosed.

In accordance with Title 10 of the Code of Federal Regulations Section 2.390, Public inspections, exemptions, requests for withholding, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room ( PDR) or from ADAMS.
