We note with concern the apparent intent of Southern California Edison to seek a license amendment for the purpose of restarting the San Onofre nuclear generating plant at 70%power rather than full power. Together with other environmental and citizen organizations, the Sierra Club has for some time taken the position that a San Onofre restart should require a license amendment. | |||
But crucially, we and others have supported an Adjudicated License Amendment (ALA), which provides a thorough and transparent public process.By contrast, Edison appears to be seeking a quick decision that circumvents not only the ALA process but even goes so far as to short-cut the review of restart by the NRC technical panel that has been addressing relevant technical issues over the past few months.Edison's shift in strategy adds further confusion and uncertainty to an already complicated process.
