By letter dated September 30, 2013 (ADAMS Accession No. ML13283A012), Duke Energy submitted a license amendment request (LAR) for H. B. Robinson Steam Electric Plant (HBREP), Unit No. 2. The proposed LAR implements the NRC-approved TSTF-491, Removal of Main Steam and Main Feedwater Valve Isolation Times From Technical Specifications, via the Consolidated Line Item Improvement Process (CLIIP). This request will modify the current HBRSEP Technical Specifications (TS) 3.7.2, Main Steam Isolation Valves (MSIVs) and 3.7.3, Main Feedwater Isolation Valves (MFIVs), Main Feedwater Regulation Valves (MFRVs) and Bypass Valves by relocating the specific isolation time for the isolation valves from the associated Surveillance Requirements (SRs). The isolation time in the TS SRs is replaced with the requirement to verify the valve isolation time is within limits. The specific isolation times will be maintained in the HBRSEP2 Technical Requirements Manual (TRM). The purpose of this e-mail is to provide the results of the NRC staffs acceptance review of this LAR. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
