On February 5-6, 2014, during the 611 th meeting of the Advisory Committee on Reactor Safeguards (the Committee), the Committee completed its review of the Monticello Nuclear Generating Plant (Monticello) license amendment request to allow operation in the expanded Maximum Extended Load Line Limit Analysis Plus (MELLLA+) operating domain under extended power uprate conditions, as well as the associated safety evaluation report prepared by the U.S. Nuclear Regulatory Commission (NRC) staff.  
On February 5-6, 2014, during the 611th meeting of the Advisory Committee on Reactor Safeguards (the Committee), the Committee completed its review of the Monticello Nuclear Generating Plant (Monticello) license amendment request to allow operation in the expanded Maximum Extended Load Line Limit Analysis Plus (MELLLA+) operating domain under extended power uprate conditions, as well as the associated safety evaluation report prepared by the U.S. Nuclear Regulatory Commission (NRC) staff.
 
The Committee provided its final report on the Monticello MELLLA+ license amendment request in a letter to NRC Chairman Allison M. Macfarlane dated February 18, 2014, (Agencywide Documents Access and Management System Accession No. ML14041A136). The NRC staff agrees with your recommendation that the agency should approve the use of MELLLA+ at Monticello.
The Committee provided its final report on the Monticello MELLLA+ license amendment request in a letter to NRC Chairman Allison M. Macfarlane dated February 18, 2014, (Agencywide Documents Access and Management System Accession No. ML14041A136). The NRC staff agrees with your recommendation that the agency should approve the use of MELLLA+ at Monticello.  
The NRC staff appreciates the Committees very thorough review of this application and the associated safety evaluation report. Particularly noteworthy is that Monticello is the first licensee to seek approval for use of the expanded MELLLA+ operating domain.
