Dear Sirs:

This Annual Radioactive Effluent Release Report is being submitted in accordance with the requirements of old Technical Specification Section 6.9.1.4.

Although the ODCM was not changed during the report period, it was totally rewritten for the implementation of the Improved Ginna Technical Specification early in 1996 and a copy is included with this report.

A corrected page for the July - December 1994 Semi-Annual Report is included with this letter. Last year's report showed a shipment of radioactive resin for burial during a period when no shipments could be made. The actual activity that should have been reported was zero.
