EDWIN I. HATCH NUCLEAR PLANT, UNIT 1 - CORRECTION OF AMENDMENT NO. 266 REGARDING LICENSE AMENDMENT REQUEST REGARDING RELOCATION OF SPECIFIC SURVEILLANCE FREQUENCIES TO A LICENSEE-CONTROLLED PROGRAM (TSTF-425, REVISION 3)

Dear Jamie Coleman:

On January 3, 2012, the U.S. Nuclear Regulatory Commission (NRC) issued Amendment No. 266 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML11108A129) to Renewed Facility Operating License (RFOLs) DPR-57 for the Edwin I.

Hatch Nuclear Plant (Hatch), Unit 1.

The amendment revised the Hatch, Unit 1, technical specifications (TSs) by relocating specific surveillance frequencies to a licensee-controlled program using a risk-informed justification, Technical Specification Task Force Traveler (TSTF)-425, Revision 3, Relocate Surveillance Frequencies to Licensee Control -RITSTF [Ri sk-Informed TSTF] Initiative 5b (ML090850642).

An administrative error on the part of the NRC staff was made on the issuance of TS page TS 3.7-17. The NOTE for Surveillance Requirement (SR) 3.7.6.1 was inadvertently left off the revised TS page.

By letter dated October 29, 2010 (ML103140510), Southern Nuclear Operating Company (SNC, the licensee) submitted its license amendment request (LAR) for TSTF-425, Revision 3.

SR 3.6.6.1 on TS page TS 3.7-17 has the following NOTE:

NOTE--------------------------------------

Not required to be performed until 31 days after any main steam line not isolated and SJAE in operation.

Consistent with NRC staff guidance dated January 16, 1997 (ML103260096) and based on the NRCs policy established by SECY-96-238, these errors can be corrected by a letter to the licensee from the NRC staff. These changes do not affect the NRC decision approving amendment No. 266 and do not affect the No Significant Hazards Consideration as published in the Federal Register.
