Mr. Davis, By {{letter dated|date=September 22, 2021|text=letter dated September 22, 2021}} (ML21265A370), Florida Power and Light Company (FPL, the licensee) submitted a license amendment request for the Turkey Point Nuclear Generating Units 3 and 4. By letters dated January 19, 2022 (ML22019A067), March 30, 2022 (ML22089A195), December 1, 2022 (ML22336A051), April 4, 2023 (ML23095A006) and May 24, 2023 (ML23144A114), FPL provided supplements to this submittal. The proposed license amendment request would revise Technical Specifications to Improved Standard Technical Specifications (ITS), consistent with NUREG-1431, Standard Technical Specifications Westinghouse Plants, Revision 5. On February 2, 2022 (ML22019A129), the NRC staff notified you that your request had been accepted for review, and the NRC staff estimated it would complete the review by November 30, 2022, and require 4,300 hours. | |||
In May 2022 NRC staff posted questions in the ITS Question-and-Answer portal (questions MEH003 and MEH006) related to FPLs planned relocation of certain TS setpoints to the Technical Requirements Manual (TRM). To resolve the issue, the NRC staff discussed with you or FPL during numerous public meetings from May 2022 to February 2023, and sent Requests for Additional Information (RAIs) on November 7, 2022 (ML22311A475) to which FPL responded on December 2, 2022 (ML22336A051). In its April 4, 2023, supplement (ML23095A006), FPL revised its request to remove the proposed relocation of the TS setpoints to the TRM, which maintains the setpoints in the TS. By {{letter dated|date=May 24, 2023|text=letter dated May 24, 2023}}, FPL provided Revision 3 to the requested LAR, which principally provided additional responses to NRCs RAIs related to ITS Section 3.3, Instrumentation and ITS Section 3.6, Electrical Power Systems. During routine interactions by phone on May 26, 2023, the assigned project manager informed you of a delay in the schedule to complete the subject license amendment request due to the significant additional time needed to resolve the TS Setpoint issue and the additional time needed for the NRC to complete its review of FPLs responses to RAIs and Revisions 2 and 3 of the LAR provided in FPLs April 4, 2023 and May 24, 2023 supplements. The purpose of this email is to officially inform you that the NRC staff now expects to complete its review by July 28, 2023. | |||

If there are emergent complexities or challenges in our review that would result in a change to the estimated completion date or significant changes in the estimated hours, the reasons for the change, and a revised estimate will be communicated during routine interactions with the assigned project manager.
