a. The application for license amendment dated February 12, 1965, as amended March 5, 1965 and April 23, 1965, complice with the require-ments of the Atomic Energy Act of 1954, as amended, and the com-mission's regulatione set forth in Title 10, Chapter 1. CFR;

b. There le reasonable assurance that (1) the reactor can be operated at steady state power levele not in encess of 190 megawatts therust la ace 6tdance with this license, as amended, without endangering the health and safety of the public and (11) such activities will be con-dusted in compliance with the rulee and regulations of the Caumiission;

c. The licensee is technically and financially qualified to engage in the activities authorised by this license, as amended, in accordance with k the rules and regulations of the Commission;

d. The licensee has furnished proof of financial protection to satisfy the requirements of 10 CFR, Part 140; and

e. The isevance of this license, as amended, will not be inimical to the common defense and security or to the health and safety of the public; Facility License No. DPR 11, se amended, which authorises Worthern States Power Company to operate the Fathfinder nuclear reactor located near Sious Falle, South Dakota, is hereby further amended in accordance with the application by amending subparagraph 3.A. in its entirety to read:

"3.A. Operation of the reactor may proceed in accordance with the power ascenelon program described in Northern States' letter dated July 12, 1945, in the following increments of power - 20, 40 and 100 megawatte (thermat), and theresf ter at etoady atote power levels up to a monimum of 190 megewette (thermal), pro-viding that Northern States furnishes proof of financial protection and recetwee notice of amendment of Indemnity Agree-ment No. 8 27 prior to attaining each level of operetten."
