Included with the application are supporting documents including a Revised Safety Analysis Report, Financial Qualifications Statement, Environmental Impact Appraisal Revised Technical Specifications, Operator Requalification Program. Emergency Plan, This application and the supporting documents which are listed abose have been prepared with the guidance of Title 10 of the Code of Federal Regulations and with material provided by Theodore S.

Michaels, Project Manager, Standardization and Non-Power Reactor Project Directorate, with his letter of April 21, 1988. Each part of the application has been reviewed and approsed for submittal by the Reactor Committee for this facility.

Although we recognize that the Emergency Plan need not be resubmitted, the reactor committee has determined that some modifications are desirable. Accordingly, Revision 2 of the Emergency Plan, dated October 14, 1988, is submitted for approsal.

The Security Plan for this facility was recently revised and the revision was approved by the NRC on January 27,19S7. For this reason, and because the reactor administration and reactor committee hase aseestained there is no need for further revision at this time, we are submhting the current approsed Security Plan (Revision 2. Dated September 8,1986) with no changes from the time of its previous approval.13ecause this Security Plan is exempt from public disclosure pursuant to 10 CFR Part 2, Section 2.790(d), it is bound separately from the other appliestion documents.
