Dear Dr. Nelson:
The Nuclear Regulatory Comission considers licensed Reactor Operators and Senior Reactor Operators to be a vital factor 'n the protection of the health and safety of the public.
They are also, of course, a vital factor in i
preventing damage to your facilities.
In recognition of the important role licensed operators fulfill in protecting h
the public, the Comission has directed that a certificate suitable for framing be issued to each such operator.
In response to this Comission y

It is noted that only one Reactor Operato" or Senior Reactor Operator certificate will be issued to an individual.
