Dear Dr. Nelson:

The Nuclear Regulatory Comission considers licensed Reactor Operators and Senior Reactor Operators to be a vital factor 'n the protection of the health i and safety of the public. They are also, of course, a vital factor in -

preventing damage to your facilities.

In recognition of the important role licensed operators fulfill in protecting h the public, the Comission has directed that a certificate suitable for framing be issued to each such operator. In response to this Comission y direction, it is my pleasure to forward to you for presentation, certificates {
