Dear Dr. Cusanovich:

An NRC inspection was conducted May 19-22,1997, at your Nuclear Reactor Laboratory
facility. The enclosed report presents the scope and results of that inspection.

The inspection confirmed that the reactor was operated properly and safely. Reactor

operators were knowledgeable and properly qualified. The radiation protection, emergency
,
preparedness, and security programs were implemented appropriately.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
and its enclosure will be placed in the NRC Public Document Room (PDR).
