Dear Mr. Martin:
This letter is to provide further information concerning a Reactor Committee Meeting at The University of Arizona Research Reactor (UARR) that was not held in the time interval required by the facility technical specifications. I reported this situation by telephone on October 18,1990 to Mr. Oregg Yunas of your office.
Section 6.2.f of the Technical Specifications for this facility states that:
"The Committee shall meet at least quarterly."
On October 3.1990 the Reactor Committee convened for its third quarterly meeting of the calendar year.
This meeting should have been held on or before September 30,1990 to satisfy the requirement of Technical Specification 6.2.f.
The Committee Charter states that "The Committee shall meet at least quarterly.
This shall at least once each calendar quarter, at intervals not to exceed five months."
mean:
The person who scheduled the Committee meeting around available time commitments (myself) used the five-month interval (the last Committee meeting was held May 9 l990), instead of the quarterly requirement when assembling a quorum for the meeting, Normally the last item of business before adjourning is for the Committee to set a date for the next Committee meeting.
At the end of the October 3,1990 meeting, the exceeded Technical Specification meeting interval was identified by a Committee memeber.
The Committee noted that this incident does not represent a safety issue and instructed the Acting Director to notify the proper office of the NRC.
No meeting date was set at the second quarterly meeting, as most of the members do not at that time have a set schedule for the upcoming academic year. As this facility has suffered the loss of its Director over the summer months, the time required to assemble the paperwork necessary for the Committee Meeting agenda took longer than it normally would.
