ENCLOSURE 2 Description of Change The proposed change revises the diesel generator continuous rating in surveillance requirements (SRs) 4.8.1.1.2.a.5, 4.8.1.1.2.d.3, !
4.8.1.1.2.d.7, and 4.8.1.1.2.d.8; and the two-hour rating in SR 4.8.1.1.2.d.7 (units 1 and 2). The wording of SR 4.8.1.1.2.d.8 is also changed to be consistent with industry standards.
Reason for Change 1 l
The continuous and two-hour ratings for the diesel generators currently in the technical specifications do not ensure that the diesel-generator sets will meet the manufacturer's ratings for the test method used. The manufacturer's ratings for the diesel-generator sets were supplied to NRC 3 in a letter dated February 27, 1987. A copy of this letter is included as i i
an attachment. The proposed revision to the surveillance requirements l will ensure that surveillance testing is representative of the j manufacturer's ratings, l

Justification for Change In the letter referenced above, it was indicated that the rated output of I
the diesel-generator set was dependent on the power f actor of the load to which it is connected. The capability curves for the diesel-generator sets were included as figure 1 of the attached letter. For power factors from unity to 0.88, inclusive, the diesel-generator set is engine limited. The diesel-generator set is generator limited for power f actors of 0.88 to 0.80. The continuous and two-hour ratings of 4,000 kW and 4,400 kW currently in the technical specifications are the limiting ratings for a power factor of 0.80. The diesel-generator sets, however, are not tested at this power factor.
The system operating instructions for the diesel generators require that the reactive power be maintained greater than or equal to 750 kVAR and less than or equal to 2,380 kVAR. In this range, the diesel-generator set is engine limited. This corresponds with a continuous rating of 4,397 kW, and a two-hour rating of 4,837 kW. For surveillance purposes, values of 4,400 kW and 4,840 kW will be used for the continuous and the two-hour rating, respectively. This round-off is in the conservative direction and is appropriate for the scaling of the meters in the control room (200-kW increments). Performing surveillance testing to these values will ensure that the diesel-generator sets will meet the manufacturer's ratings.
The diesel-generator sets must be dorated for the first two to three minutes of operation after a cold start. The derating is due to t*ne supercharger / turbocharger not being fully operational until the unit's temperature is at or near its operating temperature. However, it is not appropriate to test the derated two-hour rating because the testing
sequence used in the surveillance instructions ensures that the diesel .
generator set is at or near operating temperatures before the two-hour load test is performed. . Revising'the wording of the surveillance requirement is done to make the terminology consistent with that of IEEE Standard 387-1972. The standard is' written in' terms of continuous and two-hour ratings, and the SQN Final Safety Analysis Report no longer.makes reference to a 2,000-hour rating for the diesel generators. .SQN complies ..

No. t The proposed revision to the surveillance test requirements is i in the conservative direction. It ensures that the surveillance -
criteria is appropriate for the test method used. The change makes the acceptance criteria more restrictive, and ensures that the diesel generator sets can obtain the manufacturer's load ratings for the l test method used. The wording change simply provides clarity and consistency between the specifications and industry standards.
Therefore, the probability or consequence of any evaluated accident in the safety analysis report is not increased.
