October 28, 1986 SEQUOYAH - UNIT 2 3/4 8-5 Amendment No. 41
i ENCLOSURE 2 PROPOSED TECHNICAL SPECIFICATION CHANGE SEQUOYAH NUCLEAR PLANT UNITS 1 AND 2 DOCKET NOS. 50-327 AND 50-328 (TVA-SQN-TS-87-32)
DESCRIPTION AND JUSTIFICATION FOR REVISION OF DIESEL GENERATOR j
CONTINUOUS AND TWO-HOUR LOAD RATINGS l
i
ENCLOSURE 2 Description of Change The proposed change revises the diesel generator continuous rating in surveillance requirements (SRs) 4.8.1.1.2.a.5, 4.8.1.1.2.d.3, 4.8.1.1.2.d.7, and 4.8.1.1.2.d.8; and the two-hour rating in SR 4.8.1.1.2.d.7 (units 1 and 2).
The wording of SR 4.8.1.1.2.d.8 is also changed to be consistent with industry standards.
Reason for Change 1
l The continuous and two-hour ratings for the diesel generators currently in the technical specifications do not ensure that the diesel-generator sets will meet the manufacturer's ratings for the test method used. The manufacturer's ratings for the diesel-generator sets were supplied to NRC 3
in a letter dated February 27, 1987. A copy of this letter is included as i
an attachment.
The proposed revision to the surveillance requirements i
l will ensure that surveillance testing is representative of the j
manufacturer's ratings, l
1 The wording change to specification 4.8.1.1.2.d.8 is made to provide consistency between the surveillance requirements and IEEE Standard 387-1972.
SQN complies with IEEE Standard 387-1972.
Justification for Change In the letter referenced above, it was indicated that the rated output of I
the diesel-generator set was dependent on the power f actor of the load to which it is connected. The capability curves for the diesel-generator sets were included as figure 1 of the attached letter.
For power factors from unity to 0.88, inclusive, the diesel-generator set is engine limited. The diesel-generator set is generator limited for power f actors of 0.88 to 0.80.
The continuous and two-hour ratings of 4,000 kW and 4,400 kW currently in the technical specifications are the limiting ratings for a power factor of 0.80.
The diesel-generator sets, however, are not tested at this power factor.
The system operating instructions for the diesel generators require that the reactive power be maintained greater than or equal to 750 kVAR and less than or equal to 2,380 kVAR.
In this range, the diesel-generator set is engine limited. This corresponds with a continuous rating of 4,397 kW, and a two-hour rating of 4,837 kW.
For surveillance purposes, values of 4,400 kW and 4,840 kW will be used for the continuous and the two-hour rating, respectively.
This round-off is in the conservative direction and is appropriate for the scaling of the meters in the control room (200-kW increments).
Performing surveillance testing to these values will ensure that the diesel-generator sets will meet the manufacturer's ratings.
The diesel-generator sets must be dorated for the first two to three minutes of operation after a cold start.
The derating is due to t*ne supercharger / turbocharger not being fully operational until the unit's temperature is at or near its operating temperature.
However, it is not appropriate to test the derated two-hour rating because the testing
. sequence used in the surveillance instructions ensures that the diesel.
generator set is at or near operating temperatures before the two-hour load test is performed.. Revising'the wording of the surveillance requirement is done to make the terminology consistent with that of IEEE Standard 387-1972. The standard is' written in' terms of continuous and two-hour ratings, and the SQN Final Safety Analysis Report no longer.makes reference to a 2,000-hour rating for the diesel generators..SQN complies with IEEE Standard 387-1972.

Diesel Engine Driven Emergency Generator Unit Power Systems Proposal No.
79130 Gentlemen:
In reply to your letter of April 25, 1979, requesting
' additional generator capacity from the existlog unlis at the Sequoych Nuclear Plant, Power Systems advises the following:
1)
The existing generators rated 4000 KW.B P,F[ et the.

t as the7 esults of the heat run Indle'ates that the retIng wlIi reduce the 40'yeer Iife qual'1fIcation. g increasin 11 has been suggested by Electric Products (manufacturer of the generators) that a fleid test be conducted at
._ rated loa.d and temperature ::.easureme'nts-be made to fit)d out what the generator characteristic,s are.'under actual' conditions.
This would serve two purposes:
a)
To f ind out if the unit could b'e ' rereted and -If so, what~the degradation, if any, would be.
b)
To aid in sizing of forced' cooling ^ equipment.lf T.V.A. chose thet_ solution and also aid in determining what the unit could be rarated to.
j The above tests should be conducted
}
in the presence of representatives from Electric Products and Power Systems.

see ceraTing curve attached.
Upgrading the units may require a changeout of the generator or rerete es per above, exciter, cooling water heat exchanger, possible generator control equipment and possible replacement of generator enchor bolts ey a result of 1
a larger generator.
The 2000 hour0.0231 days
0.556 hours
0.00331 weeks
7.61e-4 months
rating of 4 75 0 O( (. 8 P.F. ) will be evellebte in approximately 3 minuter af t'er sta'rt signal.
Since th'Is falls short of the requested additional 1500 KW per unit, we felt that this option should be discussed with T.V.A. prior to proceeding.
For en additional unit identical to the Watts Bar units furnished on Contract 74C63-B3080, Power Systems is pleased to quote as follows:
1)
$1,321,959.00 plus B.L.S. from June 1979.
2)
Progress payment to apply.
3)
Dellvery approximately 12 months A.R.O.
4)
Afternete:
Cost plus fixed fee contract to be negotiated.
The above pricing reflects considerable escalation over the original the Wetts Bar Nuclear Plantdiesel generetors which you purchased f rom us for in 1974 In feet, escalation soered to such a degree, we conducted an Internal investigation into the reasons pricos had increased.
We feel sure you will recall the years 1974 and 1975 es years when prices eseglated btyond anything industry had seen before.
We found, through our Investigation, that the Electro-Motive diesel has increased in price by 1345 and I
generator, by 1795 since your early projec,t.similarly the the increase These, prices and in all auxiliaries, have caused this rather alarming escalation.

ENCLOSURE 3 SIGNIFICANT HAZARDS CONSIDERATIONS 1.
Is the probability of an occurrence or the consequences of an accident previously evaluated in the safety analysis report significantly increased?
The proposed revision to the surveillance test requirements is t
No.
in the conservative direction.
It ensures that the surveillance i
criteria is appropriate for the test method used.
The change makes the acceptance criteria more restrictive, and ensures that the diesel generator sets can obtain the manufacturer's load ratings for the l
test method used.
The wording change simply provides clarity and consistency between the specifications and industry standards.
Therefore, the probability or consequence of any evaluated accident in the safety analysis report is not increased.
2.
l Is the possibility for an accident of a new or different type than evaluated previously in the safety analysis report created?
No.
The proposed change requires no hardware or setpoint changes.
The function of the diesel generators and its support equipment is not changed.
The change makes the acceptance criteria for the diesel-generator set load ratings more restrictive, and ensures that it is appropriate for the test method used.
of an unevaluated accident is not created.
As such, the possibility 3.
Is the margin of safety significantly reduced?
No.
The proposed change makes the surveillance criteria more restrictive by testing the diesel-generator sets to the manufacturer's ratings.
The wording change will provide clarity to the surveillance requirement and consistency with industry standards.
Because of this, the proposed change will increase the l
margin of safety.
