The U.S. Nuclear Regulatory Commission (NRC) staff reviewed the NSPM application, as revised and supplemented, and finds reasonable assurance that: (i) the activities authorized by the amended license can be conducted without endangering the health and safety of the public, and (ii) these activities will be conducted in compliance with the applicable regulations. NRC staff further finds the issuance of the amendment will not be inimical to the common defense and security. In connection with the issuance of the license, an environmental assessment and finding of no significant impact was noticed in the Federal Register on October 8, 2020 (85 FR 63588).

NRC staff further finds the issuance of the amendment will not be inimical to the common defense and security. The NRC staff approved the requested license amendment and revised renewed license condition numbers 22, 23 and 24. In addition, editorial changes were made to the license. The attached amended license supersedes Special Nuclear Materials License No. SNM-2506 dated December 9, 2015. Changes made to the attached license pages are indicated by vertical lines in the right margin. The safety evaluation report and the Federal Register notice of issuance for the amended license are also attached.

In accordance with 10 CFR 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the publicly available records component of the NRCs Agencywide Documents Access and Management System (ADAMS). ADAMS is accessible from the NRC Website at http://www.nrc.gov/reading-rm/adams.html.
