notwithstanding our earlier conversations on the proper course of action wrt the w3 oi reports, thru a short dialogue w/ lieberman, i think that he will want to have a converstation via the weekly enforcement call w/ r4 on these w3 log falsification problems. the outcome (ncv) may                      ,
very well be the same. based on your comments, it did not sound like the reg would be ready                      i to discuss these for a week or so. let me know.                                                                i mark ps - w3 has a history of these problems. ask greg pick (or better yet steve campbell who was the actual inspector) about a 1993ish issue [and violation, if my memory serves me] at w3 re:
inadequate watch performance that in many people's view (primarily bill beach) was deliberate and should have been considered for escalated enforcement.
