Diablo Canyon 1 and 2 - Acceptance Review for Relief Request PRS-3 (TAC Nos. MF6520 and MF6521)
for the third inservice inspection (ISI) interval. During the system leakage test, this relief request proposed visual inspection of Class 1 vent, drain, and test piping between the manual first isolation valve and the second isolation valve (or blind flange) that normally remain closed during the normal operation, that is, without pressurizing the subject piping. The purpose of this e-mail is to provide the results of the NRC staff's acceptance review of this relief request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to a llow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant. Since Unit 1 exited the Third ISI Interval in May 2015, we are not authorized to approve an alternative for the exited interval, therefore, we will only review the relief request for Unit 2.
