Dear Dr. Gilbert:

The State of California, represented by the California Energy Commission and the California Public Utilities Commission, is an interested State participant in the Palo Verde Nuclear Generating Station, Units 4 and 5, licensing proceeding. As a participant in these proceedings, we desire to review carefully the Draft Environmental Impact Statement prepared and recently issued by the NRC Staf f.

In addition to participating directly in the licensing proceeding, we intend to submit comments on the Draft Environmental Statement but find that the deadline of June 4 will not permit a thorough review. Therefore, pursuant to the Nuclear Regulatory Commission's regu-lation at 10 C.F.R. 51.25, we request a thirty day extension of the deadline for commenting with a due date of July 5, 1979, rather than June 4.
