Dear Dr. Gilbert:
This is in response to your request for information regarding proposed allocation of Central Arizona Project water to the power industry in Arizona. The situation is this:
On June 22, 1977, the Arizona Water Commission forwarded recommendations to the Secretary of the Interior as to how the State would like to see. its remaining entitlement to Colorado River water allocated among various municipal and industrial users. Our recommendation with regard to the power industry was that 100,000 acre-feet per year be allocated to the production of power by the year 2015, Although not completely spelled out in our recommenda-tion, we envisioned .the power allocation to be in 5 blocks of 20,000 acre-feet each; the first being utilized in 1995 and the others added at. 5-year ;intervals, The recommendation concerned the power industry in general with the details of division among applicants to be worked out in future negotiations, Final allocation of CAP water iz the responsibility of the Secretary of the Interior, While he is i n the process of reviewing our recommendations, we do not anticipate definitive action on the power recommendation for at least several months.
