Dear Di rector:
I have reviewed the'Draft Environmental Statement prepared by the NRC for this proposed Federal 'action and have the following comments relative to lthe project's compliance with the historic preservation requirements, for Federal ly licensed undertakings:
1.
This office was consulted during the planning phases of the various features of the project and the nec-essary cultural resource sur veys, evaluations, and avoidance/mitigation plans were carried out by the app 1 i cant.
- Our records indicate consultation over several years with the Arizona Public Service and Salt River Project uti 1 ity comp an ies,, the 8 ureau of Lan d Man agemen t, an d the Nuclear Regulatory Commission regarding the various features of the project.
2.
I am satisfied that the project has not adversely affected any significant cultural resources.
The combination of 'complete site avoidance through pro-ject re-design and the recovery of data from those sites that could not be avoided has provided for the preservation of cultural resources that might other-wise, have been adversely affected by the project.
3.
Therefore, in my opinion, licensing the operation of the Palo Verde Nuclear Generating Station, Units 1, PJ and 3, should have no adverse effect on any sig-nificant cultural resources.
