On November 04, 2008, a public meeting was held between the U.S. Nuclear Regulatory Commission (NRC), and members of the BWROG and PWROG at U.S. NRC Headquarters, 6003 Executive Boulevard, Rockville, MD 20852. The purpose of the meeting was to discuss issues related to Technical Specifications and TSTF-493, Clarify Application of Setpoint Methodology for LSSS Functions. The meeting generally followed the agenda proposed in an October 16, 2008, Public Meeting Notice (Agencywide Documents Access and Management System (ADAMS) Accession No. ML082820232) as amended by the meeting participants. contains the meeting minutes, enclosure 2 contains the attendee list, and enclosure 3 is a TSTF address list.

A meeting between t he U.S. Nuclear Regulatory Co mmission (NRC) and members of the Boiling Water Reactor Owners' Group (BWROG) and Pressurized Water Reactor Owners Group (PWROG) was held on November 04, 2008, to discuss issues related to Technical Specifications and TSTF-493, "Clarify Application of Setpoint Methodology for LSSS Functions."
The meeting generally followed the agenda proposed in an October 16, 2008 Public Meeting Notice (Agencywide Documents Access and Management System (ADAMS) Accession No. ML082820232) as amended by the meeting participants. The following is a brief summary of the meeting. 
 
I. Administrative  NRC presented Handout 1 and proposed a modification to the meeting agenda. All participants agreed to the modified agenda. NRC stated that the meeting scope should focus on management issues, and not technical issues. All participants agreed on the meeting scope. II. Discussion of Technical Specification Interpretations NRC stated that the emphasis of the briefs should be on methods to improve communications between the two groups (NRC and the BWROG and PWROG). The BWROG and PWROG (OGs) presented "Handout 2."  The OGs briefed NRC on the role and structure of the Technical Specifications Task Force (TSTF). The OGs briefed NRC on their perception of the role of NRC's Technical Specifications Branch (ITSB). The OGs stated that their concern with ITSB stems from the fact that ITSB impacts licensee plant operations. The OGs presented instances of issues they feel have negatively impacted licensees. NRC pointed out that the OGs presentation of the issues did not contain all pertinent information. The OGs presented a summary of possible factors causing the difficulty and recommendations to overcome them. NRC stated that misunderstandings exist between the OGs and NRC. OGs acknowledged that they presented the situation as they perceived it. NRC stated that communication improvement is a good place to start looking for improvements. IV. Discussion Regarding TSTF-493  The OGs briefed NRC on the background of TSTF-493. NRC provided "Handout 3" and "Handout 4" to the OGs to supplement the background brief with pertinent information.

The OGs presented their recommendation to NRC. NRC asked where the OGs thought the groups (NRC and OGs) were with respect to an agreement. The OGs asked for a meeting with NRC management to discuss TSTF-493 issues. NRC stated that NRC management does not make technical decisions of that nature. NRC described the role of ITSB within the NRC. OGs stated that they have perceived a change in the manner in which NRC operates.
