NRC ROUTINE INSPECTION REPORT NO. 50-225/2008-202

Dear Mr. Winters:

On September 22 to 25, 2008, the U.S. Nuclear Regulatory Commission (NRC) conducted a security inspection at your Reactor Critical Facility. The inspection included a review of activities authorized for your facility. The enclosed report presents the results of that inspection.

The inspection examined activities conducted under your license as they relate to security and compliance with the Commission=s rules and regulations, and compliance with the conditions of your license. The inspector reviewed selected procedures and records, observed activities, and interviewed personnel. Based on the results of this inspection, no safety concerns or noncompliances with NRC requirements were identified. No response to this letter is required.

In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). ADAMS is accessible from the NRC Website at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room). However, because of the security-related items contained in the enclosure, and in accordance with 10 CFR 2.390(d), a copy of this letter=s enclosure will not be available for public inspection.

Should you have any questions concerning this inspection, please contact Marcus Voth at 301-415-1210.

Sincerely,

/RA/
