RENSSELAER POLYTECHNIC INSTITUTE - REVIEW OF REVISED EMERGENCY PLAN FOR THE RENEWED FACILITY OPERATING LICENSE NO. CX-22 (EPID: L-2019-LLA-0255)

Dear Dr. Ji:

By letter dated July 11, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19203A112), the Rensselaer Polytechnic Institute (RPI) Critical Experiments Facility (RCF) submitted changes to its emergency plan (EP) under the provisions of Section 50.54(q), Emergency plans, of Title 10 of the Code of Federal Regulations (10 CFR). The revision reflects format and layout changes, updated information on the access road and physical address of the facility, and terminology corrections. In addition, the revised RCF EP corrects the previous version that defined emergency classification levels differently from the U.S. Nuclear Regulatory Commission (NRC) standard terminology and omitted a table of emergency action levels.

The NRC staff has completed its review of the RPIs revised EP and concludes that it complies with 10 CFR Section 50.34, Contents of applications; technical information, paragraph (b)(6)(v), and is consistent with the following applicable guidance:

  • Regulatory Guide 2.6, Revision 2, Emergency Planning for Research and Test Reactors and other Non-Power Production and Utilization Facilities, issued September 2017 (ADAMS Accession No. ML17263A472),
  • American National Standards Institute/American Nuclear Society-15.16-2015, Emergency Planning for Research Reactors, and
