R.E. Ginna Nuclear Power Plant Renewed Facility Operating License No. DPR-1 8 Docket No. 50-244 Thirty (30) Day Special Report In accordance with Section 3.3 and Table 3.3-1, Action 1, of the R.E. Ginna Nuclear Power Plant Offsite Dose Calculation Manual (ODCM), Revision 30, this special report is being submitted due to a radiation monitor being inoperable for greater than 30 days. Section 3.3 of the ODCM requires that the radiation monitor be operable during all modes of operation.
However, radiation monitor RM-14A, Plant Vent Accident Range Radiation Monitor, was inoperable for greater than 30 days. This report outlines the action taken, the cause of the inoperability, and period of time the monitor was inoperable.
Radiation monitor RM-14A, was taken out of service on 8/12/15 at 0236 for replacement of upgraded equipment under ECP 13-000030. However, due to challenges to the work schedule presented by unusually high temperatures in the Intermediate Building from unseasonably hot weather, the modification was not completed within 30 days. Installation and testing have been completed and the radiation monitor was returned to operable status on 9/23/1 5. During the time that RM-14A was Out of Service, compensatory measures were in place.
Return to service of the radiation monitor was delayed based on worker safety issues with heat stress. Corrective Action Program issue report 2555033 was opened to document the radiation monitor being inoperable for greater than 30 days.
